On motion of Councilor Flynn, the rules were suspended; the order failed to pass: yeas 4 (FitzGerald, Flynn, Murphy, Worrell), nays 5 (Breadon, Coletta Zapata, Louijeune, Pepén, Weber), present 4 (Culpepper, Durkan, Mejia, Santana).
