On motion of Councilors Pepén and Culpepper, the rules were suspended; the resolution was adopted: yeas 12 (Breadon, Coletta Zapata, Culpepper, Durkan, FitzGerald, Louijeune, Mejia, Murphy, Pepén, Santana, Weber, Worrell), nays 1 (Flynn).
