an appropriation order in the amount of $12,120,000.00 for the original construction of public ways or the extension or widening thereof, including land damages and the cost of pavement and sidewalks laid at the time of said construction, or for the construction of stone, block, brick, cement concrete, bituminous concrete, bituminous macadam or other permanent pavement of similar lasting character for the construction of sidewalks of bricks, bituminous concrete, stone or concrete and/or traffic signal or public lighting installations, and for the purpose of extending and improving such installations, for the purposes of city departments including Public Works Department, submits a report recommending the order to be read once, passed and assigned for further action.
